In celebration of the 8th founding anniversary of the National Youth Movement for the West Philippine Sea (NYMWPS), we present to you NYMWPS 12th Virtual International Conference on South China (West Philippine) Sea.

The theme is “Seven Years After Arbitral Award: Peace, Economy, Stability, and Security in the South China (West Philippine) Sea and the World.”

Subject matter experts around the globe lead by our very own Justice Antonio Carpio talks about the history, the present situation and the future of our West Philippine Sea.

This webinar is also dedicated to the life and work of the late Ambassador Albert Del Rosario.

About the guest speaker:
Col. Raymond Powell concluded a 35-year career in the United States Air Force in November 2021. After enlisting in 1986 he was trained as a Vietnamese linguist, then served tours in the Philippines and Hawaii before receiving his commission in 1993 through Officer Training School. He went on to serve in various operations management and cyber communications roles.

He commanded the Air Force Honor Guard in Washington DC from 2009 to 2011, then entered training to become a foreign area officer. He served as the Air Attaché to Vietnam from 2013 to 2016, and the Senior Defense Official/Defense Attaché to Australia from 2017 to 2020. His other assignments have included Japan, Germany, two tours in Qatar and three in the Pentagon. He also deployed to combat tours in Iraq and Afghanistan.
He received his bachelor’s degree from Wayland Baptist University in 1992 and his master’s from Central Michigan University in 1999. He is a 2021 Fellow at the Distinguished Careers Institute at Stanford University.

About the guest speaker:
Usec. Eduardo V. Mañalac is a Former Undersecretary of the Department of Energy, Republic of the Philippines. He is an exploration geologist and Petroleum company executive and with thirty five years experience in national and international petroleum exploration and production management, acreage acquisition, government sharing contracts, and other joint venture negotiations.

He was appointed as President and CEO of the Philippine National Oil Company (PNOC) on August, 30, 2004, President and CEO of the PNOC Exploration Corporation (PNOC-EC) in September, 2004, and subsequently Chairman of the PNOC Energy Development Corporation (PNOC-EDC) within the same time period. In these capacities, he succeeded in initiating new local exploration efforts, raising the national oil company’s competitive edge, ensuring the viability of local investment, renewing foreign interest in local oil exploration and development, and reestablishing PNOC and the country’s credibility in both the local and global oil industries.

His professional career spans thirty five years of experience (28 of those with the U.S. based Phillips Petroleum company now ConocoPhillips) in international petroleum exploration and production management, acreage acquisition, production sharing contracts, and other joint venture negotiations.

He attended the University of the Philippines in Diliman, Q.C. Philippines where he received a Bachelor of Science degree in Geology in 1967, and where he completed post-Graduate studies in petroleum geology through 1969.

The National Youth Movement for the West Philippine Sea (NYMWPS), a peaceful transglobal organization that advocates for the preservation of Philippines’ sovereignty and territorial integrity, will be launching its first talk show , “The West Philippine Sea CATCH”, a weekly information drive project through discussions, truth, facts, and information on the West Philippine Sea, and “Breaking News “ about West Philippine Sea/South China Sea critical issues and events.

Welcome Dr. Christian Joseph Tagal, MD

Inspired by his father, Captain Toti Tagal, a former military pilot of the Philippine Air Force who had been flying over our Kalayaan Islands ( Spratlys) in the 80s when he was stationed in Palawan during that period and now a retired airline pilot who just recently joined the National Youth Movement for the West Philippine Sea (NYMWPS) Family, Dr. Christian Joseph Tagal, MD, did not have second thoughts to become a part of our advocacy in the West Philippine Sea.

Dr. Tagal finished his B.S. Psychology in UP Diliman, Doctor of Medicine in UP Manila, and Radiation Oncology Residency in the Philippine General Hospital. He is on his 2nd year of private practice as a Radiation Oncologist.

Despite his busy schedule in attending and treating patients, Dr. Tagal, without hesitation, bravely and voluntarily committed to be a part of the NYMWPS Family to defend our territorial sovereignty and integrity.

We salute and commend you for your volunteerism, selflessness, bravery, and patriotism! And we are very honored to have you in our NYMWPS Family, Dr. Tagal !!

You are truly an inspiration to our youth and a pride of the Filipino people!

Welcome Capt. Edgar Alcantara

Captain Edgar Alcantara who hails from Bukidnon graduated with a degree in Bachelor of Science in Aeronautical Engineering at FEATI University, Manila, Philippines.

He was an illustrious member of Philippine Air Force Flying School Class 79A together with Captain Toti Tagal.

Captain Alcantara informed me that as a former Philippine Air Force pilot for 10 years, he had been flying the transport aircraft to Pag-asa Island and the rest of the Kalayaan Islands (Spratlys) for his numerous resupply missions and bringing provisions to our troops in those islands through paradropping since there was no airstrip to land on. Only Pag-asa Island has the Rancudo Airstrip.

Now, he is a retired airline pilot.

Inspired by his previous commitments as a former military pilot and his colleague Captain Toti Tagal ( new NYMWPS Family member) to become an advocate of our West Philippine Sea, Captain Alcantara is now a new member of our National Youth Movement for the West Philippine Sea (NYMWPS) Family to defend our territorial sovereignty and integrity.

JUSTICE CARPIO IS NOW AN HONORARY MEMBER OF NYMWPS

“ I gladly accept to be an Honorary Member of the National Youth Movement for the West Philippine Sea (NYMWPS).”

This was the response of Honorable Justice Antonio T. Carpio, Retired Philippine Supreme Court Justice, after Dr. Celia Lamkin, the NYMWPS Global Chair and Founder, invited him in behalf of the global members of the National Youth Movement for the West Philippine Sea.

My long lost friend for 45 years found me at Facebook three months ago!

Captain Toti Tagal graduated with a degree in B.S. Chemical Engineering, and was a former military pilot of the Philippine Air Force.

Now, he is an airline retired pilot.

He is a new member of our National Youth Movement for the West Philippine Sea (NYMWPS) Family!
